Management Dialog in the SWBF I exe resources

I saw Management Dialog for management servers in the original game exe resources. I dont know how i can open it in game. Who knows it7

Unless I'm missing something that's what you use with the dedicated server software. When you host a server it has a list of names and if you click on them that screen comes up.
