SWBF2 Can't join Chicago SWBFGamers server.

It says my key on steam is not eligible to join the Chicago server, is this because my key only permits me to join EU servers?

CD Keys were removed after Gamespy shutdown.
There are no bans either and I rebooted the server this morning... I'll restart it again when there are no players.

Well, I've never played on the server until when I tried today, and that was when I encountered this issue.

I also seem to be having an issue where it just says busy the whole time.
i can join other servers, but not this one.
