Understanding how rates behave ingame

I would like to get a better understanding of ODF variables like "SpreadRecoverRate" and "HeatRecoverRate". For example, if SpreadRecoverRate = "1", does this mean that the spread goes down by 1/second or rather 1/30FPS (or something else)?
