Error When Munging Battlebelk's Mission.lvl Tool

That's what it spat out at the end after I attempted to run the command, not sure why. I also get an access is denied even though I run command prompt as an administrator.
Here's a screenshot attached of what I see.

It's probably a win 11 problem. Last idea I have would be to run the cmd in compatability mode
