There's several Battlefield 4 server providers apparently, so perhaps you could post on their forum(s) and ask for the software?

You can only rent the server, but they do not allow access to the server software.

no, gold man, i already knew that (btw its bf4, not 3 ) we might rent the server to 4netplayers

EA does not release server software.  But you can rent servers that have a control panel access.
