VisualMunge not creating Core.lvl files ETC to run the game in in modtools

This sounds like a stupid question but my visualmunge is not creating the the necessary files to run the game,it creates the 3 letter folder but nothing in lvl_pc, i have tried the munge fix and it did not work. is there any thing i can do to fix it?

sorry for taking so long to help but i think i know the problem. first make sure your visual munge is running in compatibility mode for windows vista, then extract the contents of this file You cannot view this attachment.  (can't remember where I got it from, only that it was suggested to fix this problem for someone else) into your data_abc (or whatever your map is called). once you munge it (may have to start from scratch though) it should work for you (had the same problem once, tried this solution and it worked).
