You can boot each player and see if the map changes over after you boot that player. If not, move on to the next player. (Boot, not ban.)
It is called a "map hang".

In theory, yes. Tunngle and Gamemaster work together, but Gameranger, if I remember right, is kind of weird with how it runs the games.
