When I make a map, it doesn't come with anything in the "Sides" folder except a "tur" folder. There's no CIS, ALL, REP, or IMP. I can't edit any of the classes because of it.

I also deleted some older maps that failed and they're still in my instant action list. One looks like "%%TST%%" and the other is just a regular map I can't get rid of.

Help please :(

You have to Add Retail Sides after you've created the Data*modID* folder.

Sometimes computers stores things in funny places.
It may be located in:
C:\Users\YourName\AppData\Local\VirtualStore\Program Files (x86)\LucasArts\Star Wars Battlefront II\GameData\addon

Yeah, that's a long file location but it's where my stuff got put, and I'm told this happens very frequently.

SWBF1 Maps: Tatooine: Mos Anek, Kashyyyk: Village, Naboo: Province, Tatooine: Gulch.

SWBF2 Maps: Space Carida.

I actually have the BF mod tools released from Pandemic Studios, which work for both Steam and the Disk version. That only covers what needs done for the disk version of the game.
