Regardless, uploading files sounds like the Modder of The Month award, where the person that has done most contribution towards modding that month earns it. Posting helpful posts seems like an opinion-based decision, and would probably cause controversy as to what posts are considered "helpful". Catching spammers for sure, though donating already has an award for it.

Either way, Community Member award seems a bit like a waste of space. The requirements you mentioned are already in most of the awards anyways, or seem a bit of a hassle.
