This site is a good place to learn.

A good start is the documentation folder of the SWBF Mod tools (link (http://www.swbfgamers.com/index.php?action=downloads;sa=view;down=452))

There are several docs in there that will walk you through the process of building a first level.
After that, there are many tutorials and topics in the forums that talk about the different ways to mod specific parts of the game.
