Yeah Black Ops is highly unusual. Your performance is better when you turn up your settings rather than dumbing it down to the bare minimum.
My assumption is because of the game being developed for xbox made it highly unoptimized on a regular PC. An xbox has a mediocre GPU and a tri-core CPU. A PS3 has a weak GPU and an absolute overkill CPU. What is "qualified" as a gaming PC now usually has a mediocre CPU and a strong GPU.
That's probably the easiest and the quickest way for me to summarize the issue. I hope it's just a bit correct.
