After about three years, I finally figured this one out.

If you run Windows Server 2003 for SWBF you may encounter a CRYPT32.dll error when starting SWBF dedicated server.

When this happens, you have to manually click OK twice to get the server to start.

This started after a windows update.

Here is the fix:

Find CRYPT32.dll in the
C:\windows\system32 folder.  At the time I write this message, the file size is 1,400 KB.

Copy this file into your game server folder and over-write the existing CRYPT32.dll file that is there.  This file is 532 KB.

If you have multiple server folders, you will need to replace them all.

Now when you start your server, you will no longer have this error.
