I'm not sure what it is, but I think that what he means is that the website does not "download" the file when clicking the button. You can go here and it will work:

I tried and it's not downloading but link that I posted works when opening in a new tab.

Nope
Then something on your computer is blocking the URL or the creation of a new window. (All the download button does is make a new window with the URL.)
If you could try another browser and let me know, it would be good to document which browser works and what browser doesn't.

tried with Chrome on windows 7 (32-bit) and it does not save.
Right click > save as produces the error below.
Opening Anyder's link in a new tab works, however control-clicking it does not. (control click is supposed to open a link in a new tab.)
I checked my pop-up settings for this site and it is set to block by default, however changing it to allow and refreshing changed nothing.

The message indicates a security issue. The SWBFgamersfiles are http and not https, so it must be the browser blocking it.

The issue seems to be the browser (Chrome for me)
