I have a Windows 10 laptop and my instant action screen gets cut off. I already configured with the resolution in-game and graphics control and doesn't work.

I see that this image was taken when you were in the main menu. Have you tried changing your resolution in the Video section of the Options menu? If that doesn't work, I'm not sure. I had the same issue, until one day I installed a mod and it just fixed randomly.

Playing with the in-game resolution settings probably only changes the size of the resolution when you're playing a match in the 3D environment.
If I could recommend anything, try seeing if you can locate the file that may have control over the menu resolution and edit the file.
Take my advice with a pinch of salt, I was dominantly an SWBF1 player and rarely touched BF2.
