in side builders is there a way to make a empire sniper shoot fullauto and have 100 buttets and 2999 clips

Yes but you it won't be online compatible unless you create a server that has both the player wih the mod and he server has the mod itself.

How could i do it

open sniper ODF with notepad and make the changes.  A lot of times you will have to make you best guess at what to change and see what happens after you munge.   I suggest you read through this tutorial:
