What Bandwith is the best to use on PC dedicated server?

The best bandwidth that the game allows is 3 MB+

But, you may not have that available.

go to
www.speedtest.net

and see what your UPLOAD speed is.

yes, upload speed is for hosting,
download speed is for playing

Oh, and please use "Modify" instead of double posting :)
