I made a pistols only mod--the side files are included in the update. It is not very efficient though, and the side files are huge because they include all the units.
Here are the pistols only units (they use stock skins)

units have two pistols, flash bangs, and health/ammo

Yes. If you have the update, you have the sides, I just need to distribute the new mission file.
