My ISP does, so your "usually" failed. I know several of ISPs that do as well, depends on the options you pick. I picked cheap. I have the exact same static public IP as their 1000 other clients and we do NOT live under same roof nor in the same city for that matter.

The exception doesn't make the rule.

Lastly, all of the server hosts know Majesty's IP address, and we know the addresses of the other players and generally know what country they are from.  Majesty and Keygen are not living in the same country and will have different IP addresses unless
1) they are using the same proxy server
2) one is using the other's playing name, which majesty is known for

I think you're wrong as many other countries have ISPs that do exact same, use some form of overlapping or overloading of addresses, simply because they have a lot of clients and not that many reserved public addresses, which is normal nowadays. I think Lord Majesty is from France and I think many of his friends are as well. I think you overreacted. He's just reacting to your injustice. You can do whatever you want, it's your website, those are your server, but you'll lose players. If that is your goal, keep it up, I think you're on the right track.

The intersection of ISP's that use a single IP address and currently active in the year 2015 SWBF players that share an IP address (without living in the same household or using a common proxy server) is zero.

Can't people just change/reset IP addresses? I've been told that people used to do it on steam to avoid VAC bans?

You can't bypass VAC bans. Those are locked to your account. If you get VAC banned on a game such as CS:GO you can't play CS:GO on VAC servers on that account. However if you buy a new account and buy CS:GO you can play again.

I know  :tu: but I'm sure 5+ years ago, some VAC bans linked to community servers on cs and cs:source were avoidable.
