I'm sure you can change the resolution of the TGA files, but you will not be able to munge.

How would I open it? Is there a tutorial on how to do it? And I won't worry about munging right now...

TGA files are like skins for the maps.

It would be in the assets folder of the mod tools, which you probably can't extract.
