I'm pretty sure to be legit, applying admins first need Oven's approval as he is the head admin of ICW 1 2 and 3. Shazam and Helios were specifically approved by Oven.

Helios was not originally supposed to be an admin, so why not have Birdo be one?

Apparently all you have to do is post seemling official "information" and you can be an admin.

Apparently Helios can vote for me when I'm offline, so why can't I vote for Oven?

As much as I respect Oven, this is a SWBFgamers tournament, not an Oven tournament.

Right.  He just starts ICW3 threads to get oppointed.  What's to stop Birdo from doing the same?  We could have two extremists on either side of the radar views.
