How do you get custom sound effects ingame?

You'll want to check GameToast for that. There's more than one tutorial regarding sound. If you're having trouble finding it, I'll directly link it to you.

That should be able to help you, you should check the SWBF2 Modding FAQ on GT considering that most of its information should work on BF1.
