Do you mean spawn without enemy bots, but with allied bots?

editing the mission.lvl ai #s for the cis might work.
is this for swbf 1 or 2 (it probably doesn't matter but idk)

so if you go into the mission.lvl there should be some numbers next to the unit names (hopefully only one number per unit, but i dont actually know; if you aren't sure which is the ai # if you could kindly post that part in a spoiler or code tag that would be great)
I would guess if you set those to 0, no ai will spawn.
