Hi I need the tatooine mos eisley stock skin and can someone give me a tutorial on how to create a skin changer.

Stock skins are in the mod tools.  Download away.

Making a skin changer is not for the casual modder.  However, you can use one that already exists and replace the side files.

If you want to do the coding for the skin changer, I believe that sleepkiller has released it in his assets.
