Well i made the crosshair now i need to know how to munge and put it  into Common.lvl form plz help

the modified reticule TGAs (make sure its saved with rle compression off) are saved in the common/custom/interface folder then you click munge and get your common.lvl from folder lvl_pc

If you just need make a map, with custom reticules, all you need to do, it is make .tga, and add it name in weapon .odf.
