maybe.  If you want to use standard sides, then it is not too bad.  If you want to use their custom units, then you need the unit names.
The process to use is just the mission builder munger and specify the addon map name.  You can get some ideas from my SWBF 1.5 beta update.  There is a subforum devoted to it.

Not sure about SWBF2, but for SWBF1 you can try a few things:

-in the mission.lvl lua file you can change attacker and defender
-you can hex edit the map lvl file file and change CP ownership (I have a tutorial for that)
-in ZE, you can assign ownership of the CP in the map (such as endor) and munge

Probably similar for SWBF2.

So if you are not using the dedicated server software then norender will be in the executable.  However, I don't find it surprising that it is not supported since it is 1.3 beta executable modified to support GoG.

Just to make sure since your title says 'steam'; do you want to host on SWBFspy or Steam?

If SWBFspy, Are you using the dedicated server software?

edit:  I think you are using the dedicated server software.  I don't think norender is a valid command for that.  norender is for the disk version so that the graphics don't show up when hosting a dedicated server with the disk version.
