is it possible to have fro example multiple count dookus all with working capes ?
mods and maps in progress:<br />--Bf1 expanded edition 3.0 version

You mean just spawning multiple Dookus like a normal unit?  Yes it will work fine.  The only way you're going to hit some limit like that is to spawn like 50. Maybe, I have no clue what the limit is.

basically serejas snow clone has an animated cape as an addon just like countdooku but only 1 model is ever high rez when playing and with the cape. is there a memorypool for capes in swbf 1 ?

If it's a memory pool limit, you aren't getting past it.  Probably something like the animation and/or model memory bank is why it's going low-rez so quickly.

cant since its not a hero but a unit it is the snow clone trooper
