No bots on my dedicated server. Please help!

I wanted to make my own dedicated server to play with my friends online. I have downloaded the "Star_Wars_Battlefront_II_GameMaster_1.1_Server.rar" file and run the "swbf2sm.exe". We wanted to play Conquest on the Death Star map, but when we joined the server it was no bots/AI on the server. I have set the "CON AI Players Per Team" to 32. So I tried to use the command "/admin /bots (number of bots) and /admin /conaiperteam (number of bots), but that did not work. Please help me Maybe I'm just stupid
