Good question.

In the downloads section, there are several sections for content.
After selecting the section appropriate for what you want to upload, go to the bottom of the page.
You will see a link that reads: "Add a download"
It will take you to a page that is simular to the post reply page, with spots to add a file.

After you submit the file and description, it will need to be approved by the staff before showing up in the downloads section. You may need to PM a staff member to get it approved.

Be sure to describe your mod.
Examples of things to describe:
What does it change?
Is it online Compatible?
Has it been tested on a Mac?
No one will want to download it unless they know what it is.

Also be very sure to credit any and all contributers to your mod.
If you were the only person working on it, then you can at least acknowledge the hard work Pandemic put into the source files you modded. :)
If Your mod uses assets produced by other folks, from here or anywhere else, be sure you have permission from them to use and distribute it.
Uploads that have no description or any credits risk not being authorized or even removed.

You will also want to describe how to install, use, and uninstall your mod.
A lot of folks know enough to muddle through it, but for the new gamer, it is incredibly frustrating to not know how to use that new super cool looking mod.

Screenshots help as well :)
Makes it fancy.
